The overexploitation of migratory marine species is threatening biodiversity and deepening inequities for coastal and island nations. A bold transformation in ocean governance is urgently needed—rooted in science-based catch limits, equitable quota allocations, and the closure of the high seas to industrial fishing. This is a call to rethink and reform Regional Fisheries Management Organizations to ensure they deliver on sustainability, equity, and adaptation to climate change.
